We use 3 approaches (most often): Agile/Scrum, Lean Software Development and Team-based. For most of the projects, we use the "hybrid" approach of traditional Waterfall model and Agile/Scrum. We understand that project needs planning in order to be success, so Waterfall is actually good for project planning in early phases - the period that engineers have to make proper plans to face up the large work volume with strict deadline. In nexf half-period, the challenge comes from changes, we have to shift to new tragegy "Agile/Scrum" in order to ship better work deliveries.
For the maintenance contract or system that needs upgrading, we use Team-based approach to stabilize the system. Engineers are instructed to prioritize the long-term quality goal rather than the goal of improving time-to-market.
